TU suffers loss of two billion due to non-return of professors who went on study leave

Kathmandu. The Tribhuvan University has incurred a loss of more than two billion rupees as the professors who have gone on study leave have not returned. As per the TU rules, teachers and employees can get study leave for up to five years.

The university has been providing study leave with salary with the objective of producing qualified, efficient and research-friendly academic manpower. However, professors have been found to have misused leave to the extreme. After the news was published in this regard, TU started searching for the teachers and employees who did not return on study leave. A three-member committee was formed under the convenorship of Dr Jeevan Kafle. Krishna Hari Acharya and Deepak Tiwari are the members of the committee.

As many as 398 professors were found misusing their study leave. This has caused financial as well as academic loss to TU. The appointment of part-time and contractual teachers in place of permanent teachers who have gone on study leave has put additional financial burden on TU.

Committee coordinator Dr Kafle said the TU has been facing financial loss, academic problems and moral loss due to the increasing number of those who have gone abroad for study leave. “The careless attitude of the teachers and employees not to return after going on study leave has sent a negative message to the students. “It has also affected the perception of TU. ’

The TU Executive Council had formed an investigation committee on January 9, 2081. According to the report prepared by the probe committee, there are a total of 398 professors, including 191 who did not return home and 207 who did not complete their studies after taking leave. According to Kafle, additional 50-60 files have also been found.

The TU Teachers and Employees Service Regulations-2050 BS states that any teacher who has availed study leave for more than three years and five years should return to service for at least five years. According to the rules, if he enjoys a three-year study leave, he will have to work in the service of the university for at least three years.

Teachers and employees have also made a promise to return the salary and allowances they are receiving from the TU coffers with 10 percent interest if the teacher does not return after the completion of the study leave. It is found that after taking salary from TU for five years and after completing leave, he has been living in America, Australia, Canada and other countries of Europe.

Tribhuvan University Rector Prof. Dr. Speaking on the occasion, KC said that TU has boldly brought out the issue of misuse of study leave that has been a problem for many years. “The study carried out by the committee has found that 193 people have not returned home after completing five-year study leave and more than 400 have not completed their studies on study leave,” he said. ’

Rector Dr. According to KC, 20 people have already paid the amount out of the amount the TU had sent to the university asking them to return the principal with interest. Rs 6 crore has been returned from them. If they do not return after the completion of the study leave, they will return the salary and allowances received from the TU treasury with 10 percent interest. They are returning the money as per the agreement.

More than 50 professors are in the process of returning to school after TU asked them to do so. According to the TU, the professors who do not return the loan amount have to return at least Rs 1 million to more than Rs 5 million per person. Dr. KC said, “We are still working ruthlessly. Now, in the second phase, we will make public the names of those who do not submit the money, and if they do not come in contact even within the 35-day notice period, we will recommend action to the concerned authorities. ’

If the salary and perks of a teacher for the post of Assistant Professor at TU are taken into account, then a teacher’s basic salary of Rs 48,737, Rs 13,000 for eight grades, Rs 12,348 for deduction of 10 percent each from Employees Provident Fund and Citizen Investment Fund, Rs 2,573 for monthly sick leave, Rs 2,000 as dearness allowance and Rs 61,737 for academic allowance, totalling Rs 1,017,633 annually. According to the preliminary report, 397 teachers and employees have misappropriated around Rs 2 billion in the past five years.
