Kathmandu. Finance Minister Dr. Swarnim Wagle has directed to make the details of the Immediate Physical Damage and Needs Assessment (RDNA) caused by the Bhotekoshi floods realistic. He directed the Commission and the World Bank’s Nepal representatives to make separate preliminary assessments of the Physical Damage and Needs Assessment (RDNA) prepared by a task force formed by the National Planning Commission at the Ministry of Finance and the Rapid Damage Assessment (Grade) prepared by the World Bank.

“To make the reconstruction and rehabilitation effective, it is necessary to make the physical damage caused by the floods and the need assessment realistic. Finance Minister Wagle said, “The RDNA and grade should be a national document based on reality and truth to make the right decision and raise investment for the government.” ’

The Planning Commission is preparing a draft of a quick and preliminary assessment report on the physical damage and human damage caused by the floods. The World Bank has prepared a preliminary assessment of the damage. Finance Minister Wagle held a meeting with the stakeholders on Tuesday to finalize the preliminary details of the same blueprint and prepare a common preliminary report.

In the discussion attended by the Vice Chairman of the National Planning Commission, Dr. Gunakaran Bhatta, and other senior officials of the Commission, it was informed that the damage caused to the physical property due to the floods has been assessed in four different zones for RDNA. It has been divided into social, productive, infrastructure and other sectors.

Under the social sector, the study has included the results of the damage caused to private buildings and infrastructures, public, education, health and cultural heritage.

Under the productive sector, agriculture, fisheries, livestock, financial and economic activities are being evaluated. Hydropower projects and transmission lines, use of domestic green energy, roads, bridges, telecommunications, environmental health and irrigation and river management have been evaluated as infrastructure sectors.

The status of the debris and hazardous waste piled up in the flood-affected areas has also been included in the fourth area (inter-sectoral theme). The government is preparing to release a common RDNA report soon by incorporating both the reports. The Planning Commission is preparing the RDNA report under the leadership of Joint Secretary Arjun Bhandari with representatives of the concerned ministries including the Ministry of Physical Infrastructure.

On the basis of this report, the government will make immediate relief arrangements, mobilize sources of investment and move ahead with the works of reconstruction and rehabilitation.
