KATHMANDU: The Ministry of Industry, Commerce and Supplies has initiated preparations to implement the shift system by reviewing the allowance given to the employees of the Nepal Oil Corporation (NOC) for doing over time. The Ministry has initiated such homework with the objective of maintaining financial discipline and imbalance in the working system of the corporation in the name of overtime.
According to the Ministry, a proposal is being prepared to mobilize employees in shifts by am ending the provision of additional work allowance under the title of ‘Service Facility’ under the Employees Administration Rules, 2063 of Nepal Oil Corporation ।
According to the statistics, about Rs 130 million was spent in the name of overtime allowance in the corporation in the last fiscal year. According to the ministry, such expenditure has added unnecessary financial burden to the organization and questions are being raised about the transparency and effectiveness of the overtime system. Therefore, the ministry has concluded that it is necessary to make the existing system as per the time.
Netra Prasad Subedi, spokesperson of the Ministry of Industry, Commerce and Supplies, said that the overtime system is being reviewed and made more systematic instead of removing the overtime system .
‘The issue of revising the shift system or the previous overtime system has been raised. But the final decision has not been made. “Homework is being done in this regard and the proposal will be submitted to the board after the preparations are completed,” he said. ’
According to Subedi, some employees of the NOC’s depots, agencies and central offices have been receiving overtime allowance for working overtime in the morning and evening as per the decisions taken at different times in the past. He said that preparations are being made to make the system more systematic on the basis of performance and results, not only the time of work.
“Now there is a plan to move to a system based on indicators, showing work and showing results,” he said.
Meanwhile, Nepal Oil Corporation (NOC) has said that it is ready to implement the decision taken by the ministry. According to NOC Spokesperson Manoj Kumar Thakuri, the corporation will move ahead as per the government’s decision. “Whatever the ministry decides, rather than our opinion. “It is implemented as per the rules of the corporation,” he said. It is our responsibility to follow the instructions of the government. ’
Stating that if any aspect of improvement was seen in the decision, it would be implemented after revising it, he clarified that the corporation would move ahead as per the policy set by the government.
According to the preparation of the Ministry, after the implementation of the new provision, the current system of distributing allowance to the employees on the basis of overtime work will be gradually replaced and employees will be mobilized in morning, afternoon and night shifts as per the nature of work.The ministry believes that this will help manage human resources without affecting service delivery.
With the implementation of the shift system, unnecessary overtime expenses will be controlled, staff management will be more systematic, financial discipline will be maintained, and administrative expenses of the organization will be significantly reduced.However, the proposal is currently in the study and preparation phase and the final decision will be implemented only after the approval of the Board of Directors of the Nepal Corporation.
