Kathmandu. There is no need to rely on unauthorized persons to apply or fill up the form at the government offices and there will be no need to pay extra money. This provision has been made in the ‘Application Format to be Used in Government Offices and its Implementation Guideline, 2083’ brought by the Office of the Prime Minister and Council of Ministers to reduce the time, labor and cost of the citizens by making the government service easy and technology-friendly.

According to this guideline, any person or organization involved in preparing applications, filling forms, arranging the necessary documents or providing services to all government bodies at the federal, provincial and local levels has been completely banned from preparing applications, filling forms, arranging the necessary documents or providing services in the vicinity of any government office without charging or charging unauthorized fees ।

The guidelines also state that a ‘service seeker help desk’ should be set up in every government office to provide free assistance if the service recipient is unable to fill up the form himself or do not understand the required documents.

Similarly, no employee of the office shall be allowed to recommend, instruct or compel a service recipient to contact or obtain the service from any particular person, institution or service provider, except in accordance with law. The concerned office should adopt necessary managerial and security measures to discourage unauthorized mediation in or around the office premises. 

Similarly, the service recipient will not have to pay any fee for the form of the application required to get the service from the government office. The government office has to provide the prescribed format of the application in a certain number of to the service recipient free of cost and if there is a demand for more , then the prescribed fee may be imposed to prevent the misuse of .

In addition, ‘Self-help service will also be arranged so that the service recipients can download, fill, print or apply online using the computer or digital kiosk placed in the office . It has been emphasized that all the offices should download their application forms in the form of website, QR code and electronic form and submit the application online.

This move of the government is believed to discourage unauthorized people who have been influencing outside government offices for years and will allow citizens to apply and fill out forms without any hassle and extra cost.
