Kathmandu. The government has made remarkable progress in the areas of good governance, administrative reforms, corruption control, public service delivery and digital governance in the first 100 days of its term. Presenting the government’s 100-day progress report in today’s meeting of the House of Representatives, government spokesperson and Minister for Education and Sports Sasmit Pokharel said most of the action plans set by the government have reached the implementation phase.
According to the details made public by the Office of the Prime Minister and Council of Ministers, the 100-day Government Reform Action Plan approved on the day of the formation of the government was regularly monitored.According to Minister Pokharel, the timeline of each work has been determined by determining the timeframe , responsible bodies and performance indicators and the implementation has been forwarded.
The government has reduced the number of ministries from 22 to 18 and formed a 17-member cabinet with the aim of reducing administrative expenses.This is expected to save around Rs 20 billion annually. According to the government, a new policy formulation and policy test framework has been implemented to make the policy-making based on facts and evidence and the Public Procurement Act Amendment Bill has been registered in the Parliament.
The government has formed a commission to investigate illegal assets of political officials and high-ranking government officials, giving priority to the control of corruption.So far, more than 11,000 property details and complaints have been collected and preliminary analysis is underway.
Stating that the government has made remarkable achievements in the first 100 days with zero tolerance against corruption, frugal administration, merit-based appointments and expansion of digital services, Minister Pokharel pledged to make governance reforms more effective, institutional and result-oriented in the days ahead.
Nepal Children’s Organization (Bal Mandir) The government claims that the report on the land scam and the Ncell share ownership dispute has been implemented and the Central Bureau of Investigation (CIB) is investigating the related cases. Likewise, 170 cases have been filed against 466 middlemen active in government offices. According to the government, 13,696 people have been arrested for robbery and assault, 6,195 cases have been registered and 4,123 CCTV cameras have been installed in 4,123 vulnerable areas across the country.
According to the government, 92 percent of the outstanding amount of Rs 13.76 billion of sugarcane farmers has been paid in the agriculture sector, Rs 350 million has been provided to dairy farmers and the minimum support price of wheat and paddy has been fixed.
According to the report, seven money laundering cases have been filed towards the control of financial crimes, 101 natural and legal persons have been made defendants and a claim of Rs 118 billion has been claimed.
In order to control public expenditure, 31 unproductive bodies have been scrapped, six bodies have been merged, six have been handed over and the process of restructuring of 18 bodies has been initiated.According to the statement, 672 government vehicles were impounded, Rs 132.6 crore was returned from the professors of Tribhuvan University who did not return from their studies and Rs 434.8 million dues were recovered from the industries.
The government has said that it has started the process of appointment of more than 1,500 political appointees through open competition by relieving them of their posts.The appointments to the National Planning Commission, universities and securities boards have already been completed while the process is underway in other bodies, according to the report. According to the government, the process of appointing ambassadors to different countries through open competition for the first time has reached the final stage.
Under the reforms in public service delivery, the Chief Customs Office has been run for 12 hours a day, quality standards have been issued to all 753 local levels, help desks have been set up at Survey and Land Revenue Offices, postal and passport services have been expanded in 75 districts, more than 447,000 driving licenses have been printed and land administration services have been started at 35 local levels.
In order to expand digital governance, online citizenship recommendation service has been implemented in all 77 districts, online system has been started in passport service, additional government services have been added to the Nagarik app and the government integrated office management system has been implemented in 704 government bodies.Mortgage mortgage freezing services have also been made mandatory in banks and financial institutions through online channels.
