Kathmandu. Yesterday, the property of our ministers was discussed, today the government’s ‘national commitment’ has become a topic of discussion. The government has made a mixed commitment on the first day of the New Year 2083, i. e. April 15, based on the manifestos of the six major political parties and election promises. Where a clear road map has been determined for the basis of prosperity and development of the country. However, this ‘national commitment’ of the government has become a hope for many that the country will be built now, while for some, it has become a pain of ‘now the country will be built’. Those who are protesting for the sake of protesting are presenting the 18-point ‘national commitment’ as a new ‘content’ to oppose it again. Some have even started criticizing it, saying that it is a gossip.
The government this time has not said that it will supply railway to Kushma, it has not said that it will supply gas pipes to every household, it has not said that it will generate 3,000 MW electricity from the wind, it has not said that it will operate Nepal’s own ship in the Pacific and Indian Oceans. I dreamed again! Tell me. It’s good to dream, but it’s not good to dream day and night! Isn’t it?
Now let’s see what is in the 18-point ‘national commitment’ made public by the government?
The government aims to achieve an average economic growth rate of 7 percent in the next five years, increase per capita income to $ 3,000 and reduce the poverty rate to 10 percent. The tax rates and terms will be legally guaranteed to remain constant for 10 years. KATHMANDU: The government has expressed its commitment to free Nepal from international ‘Graillist’ by maintaining financial transparency.
2. The government aims to provide grants, loans and social security only to genuine farmers on the basis of farmer identity cards. The government aims to irrigate an additional 300,000 hectares of land within five years, establish community seed banks in every local level, implement contribution-based farmers’ pension and provide credit card subsidies to farmers.
The government has set a target to double the per capita expenditure of tourists within five years and to celebrate 2027 as the ‘National Health Year’. The government has set a target to operate Pokhara and Bhairahawa airports in full capacity and operate direct flights from major cities of the world.
4. The target of 30,000 MW installed capacity will be achieved in the next decade. The government has also pledged to develop Nepal as the clean energy export hub of South Asia.
5. Arrangements shall be made for the local community to receive a share of the dividend received from the mines. Stones, pebbles and sand will be excavated and exported for internal use without destroying the environment.
6. Outcome-oriented time-bound action plan will be implemented in the national pride projects. The Mahendra Highway will be upgraded to international standards within three years. It is believed that the suffering of the citizens will end if it is not made for years. Not only that, it is also believed that the situation of hundreds of untimely deaths every year due to the deteriorating road infrastructure will end.
The government has pledged to create 1.5 million jobs in the next five years and develop a “model”. The government is also aiming to amend the law to promote remote work and digital jobs.
8. The government’s commitment states that the political affiliation of teachers and professors will be completely prohibited. This point mentioned in the national commitment has now become a headache for many. Those who are not allowed to do politics are busy crying under the cover of teachers. It is true that educational institutions and the educational sector have deteriorated due to less teachers and more leaders in the case of most, not all. The person who is given the responsibility to do should do the same, if not, he will do whatever he wants to do. A teacher’s job is to teach, not to do politics. On the other hand, the government has also pledged to increase the share of budget in the health sector to 8 percent by 2088 percent, implement ‘One citizen, one digital health profile’ and provide free treatment to the burn victims. Which is welcome.
9. Drones and satellite technology will be used for fire surveillance. The issue of climate justice will be strongly raised in the international forum.
10. The government has expressed its commitment to investigate the property of the people holding public posts after 2046 BS. The government has also committed to abolish the partisan trade unions within the government service. Everyone is happy with this move of the government except those who have earned a lot illegally and who are crying nonsense from time to time by weaving the web of syndicate in the name of trade unions.
11. The number of federal ministries will be reduced to 17. The government has set a target of bringing in 25 per cent new human resources within five years.
12. The government aims to declare the IT sector as a national strategic industry and develop IT parks. Artificial Intelligence (AI) and digital literacy will be made compulsory up to grade 12.
13. The government has pledged to ensure equal pay for equal work and to form a specialized national body for citizens with disabilities.
14. The government aims to transform Nepal from a ‘buffer state’ to a ‘vibrant bridge’. The concept of ‘Nepal First: Nepali First’ will be centred around the diplomatic mission.
15. The bill states that the knowledge, skills and capital of Nepali Diaspora would be utilized to recognize NRNs as ‘Supreme Organic Investors’ and ensure their voting rights.
16. The government aims to scrap political appointments in sports administration and develop Nepal as the sports hub of South Asia. It is believed that this step of the government will clean up and prosper the sports sector which has been tarnished by politics and partisanship.
17. The use of AI for disaster risk reduction and safe integrated settlements will be relocated.
18. Cooperatives, meter interest and microfinance will be taken on the path of reform. The government has pledged to set up an integrated savings security fund for the security of the cooperatives and to define meter interest and unfair transactions as economic crimes and conduct judicial investigations.
Do you think the government’s 18-point national commitment is like gossip? I didn’t think it was an athlete. There are very few goals that cannot be achieved and cannot be achieved. A road map will also be prepared for those who think that it will not be complete. Everything else is amazing. It is a different matter if you are worried that you will not be able to carry the party’s bag, but there is nothing to doubt that the government’s goals and commitments are in the interest of the citizens. Thank you to the government for not giving space to the plan to build a view tower and to shrink the budget by building structures like stubble instead of trees in the name of view tower. The points mentioned in the commitment should be implemented without saying ‘if but’.
